Bechtel, a global leader in project management, engineering, procurement and construction, has been selected by WSA Co as its Delivery Partner and Project Manager (Definition) for the Western Sydney Airport, a $5.3 billion greenfield facility in Badgerys Creek, New South Wales. This will be a landmark project for both New South Wales and Australia, and is due for completion at the end of 2026.

The Services Cost Engineer would perform cost estimating, analysis, and control activities. Supports project organizational and administrative activities when delegated. Supervises cost engineering activities when delegated.
This assignment will be located in Liverpool, south west Sydney. 
 
Responsibilities:
Prepares and coordinates the development of staffing and operating plans for project activities.
Prepares Project Financial Status Reports, Reviews Earned Revenue Data, and provides reconciliation for assigned projects.
Directs cost analysis and problem solving activities, and develops and executes policy objectives and standards applicable to cost analysis activities.
Prepares and/or reviews proposals related to staffing, and develops supporting data for negotiations.
Assists with reviewing procurement/contract invoices for payment.
Identifies cost trends and schedule impacts for management attention.
Reviews, and may assist in the preparation of, Payment Claims for services for correct collection of cost and revenue.
Reviews, and may assist in the preparation of, submission of information to the client for assigned projects
Develops and implements requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions.
Identifies or defines data sources and techniques for data acquisition and collects required data for a specific discipline or other specialty applications.
Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.
Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.
 
Qualifications:
Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis.
Knowledge in the use of computers for executing work processes.
Experience with EcoSys.
Excellent oral and written Communication.
Knowledge of financial reporting systems and controller account codes, and an understanding of Controller instructions, which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
Must have the right to work and remain in Australia without visa sponsorship.
 
Grade 26:
Bachelor’s Degree in engineering, Construction Management or related field with nine years of project controls or cost related work experience.  In lieu of Bachelor’s degree 15 years of project controls or cost control experience.
