Presented before the Cabinet of Ministers and National Assembly of Congressmen several legislative initiatives related to the financial sector and medium term macroeconomic goals that were passed into Law. Led the first non-deal roadshow in South America to promote the Panamanian Capital Market and the country as an investment destination. Successfully completed a US$650 million debt issuance in the local capital market to finance Tocumen’s airport expansion.

    Efficiently managed the public debt portfolio by diversifying financing sources and using derivatives instruments to mitigate risks exposure. Led and coordinated public structured financing transactions in excess of US$3.5 billion to fund national infrastructure projects using local and international capital markets, multilateral, bilateral, Export Credit Agencies guarantees and corporate banking facilities. Reduced average compound cost of total debt from 6.3% to 5.3% and increased the portfolio’s duration from 7.9 to 8.7 years. Structured the Energy Compensation Fund (US$200 million) which stabilized the electricity consumption tariff for end users on a sustainable basis. Designed, structured and executed the first multilateral counter-guarantee operation in the region, for a non-recourse liability management transaction between a multilateral and a corporate bank loan in the amount of US$280 million.

Executed derivative transactions that reduced the cost of energy subsidies for the Government. Led debt transactions that financed important infrastructure projects such as Line 1 of the Metro of Panama, Tocumen Airport expansion, Reordenamiento Vial, Hospitals, through capital markets debt issuances, Export Credit Agencies guarantees and multilateral, bilateral and commercial banking facilities.
