About the positions
Program managers within the Bank of Canada's Information Technology Service (ITS) department are responsible for stewarding critical enterprise investments and supporting strategic and transformational change by providing leadership and direction to assigned programs. ITS is currently seeking 3 distinct roles within its organization.

Infrastructure and Operations (I&O) Portfolio Program Manager- until 31 December 2021

The Bank's Infrastructure and Operations team is looking for a Program Manager to organize and manage priorities within the I&O portfolio, ensuring successful delivery of internal work, while also meeting commitments to external stakeholders. The ability to manage budgets, resources, constraints, quality, and above all ensuring we are providing value to the business, will all be important assets to the role. Since I&O will support a wide variety of delivery methodologies, from waterfall to agile, project to product, the ideal candidate will be customer focused, adaptable to changes, and willing to build strong relationships with the customer, and our partners, in order to succeed. Strong risk management, and being able to balance business, operational, resilience and security risks, will also be critical to ensuring infrastructure and operations is delivering the best possible products and services.

Business Recovery Enhancement (BRE) Program Manager - until 31 December 2021

Within Infrastructure and Operations, the Program Manager for the Business Recovery Enhancement (BRE) program will be accountable to ensure the successful delivery of critical system transformations into a modernized and resilient posture through a multi-year resilience program. You must be a master communicator and skilled negotiator, able to drive resilience and transformational change, while also balancing business desires and outcomes. Also crucial, you must be able to manage conflicting time, resource and budgetary priorities, and ensure program risks are well managed.

The I&O Portfolio and Business Recovery Enhancement Program Manager positions both report to the Director, I&O Planning until the end of 2021.

FMBO Program Manager - BRE Transformation Initiatives - 3 year term
As the Program Manager of the FMBO BRE Transformation Initiatives, you will be responsible to launch and oversee the completion of several projects that aim at transforming Financial Markets and Banking Operations portfolio's solutions to the Bank's new IT environment in a more resilient state. Each of the portfolio's solution will be undergoing this transformation as part of distinct projects. You are responsible for managing and providing oversight to a collection of teams from various areas of ITS.

You will develop an integrated program plan, manage deadlines and dependencies across projects and related initiatives, coordinate project team activities within the program and ensure that the program objectives are considered in all decision making. In the first months, you will need to plan, staff accordingly, and secure funding for the first initiatives. The portfolio has many competing priorities and your role will be to make sure that your initiatives can move forward without adversely impacting the rest of the portfolio or our client's operations. This position reports to the Director of ITS Banking Operations Solutions for a 3 (three) year term.

Your future responsibilities
As a Program Manager, you will manage multiple large-scale technology projects, working with key stakeholders across the Bank. Your role will be key to confirm project priorities in relation to other ongoing initiatives. You will aim to work within I&O road maps which include client-driven needs. Your program will ensure that changes are appropriately communicated. You will plan for effective change management for all project deliveries.

Your education and experience

- bachelor's degree in computer science, engineering, business administration or other related discipline
- a minimum of 10 (ten) years of IT-related experience, which includes 4 (four) years of experience with large-scale programs
- a core understanding of managing change in an organization


- an equivalent combination of education and experience may be considered

Project Management Professional (PMP) certification or an equivalent of 4,000 hours of project-management work

As a Program Manager within ITS at the Bank, you see your work in a larger organizational context by connecting your project-level views to the Bank's organizational goals.

You look for the best resources to deliver your goals in the day-to-day; while, ensuring a motivating environment. You are able to communicate the objectives to the team, while ensuring the right people are working on the right tasks. You are able to foster a strong stakeholder partnership that allow you to drive consensus amongst all program parties.

The Program Manager should demonstrate a desire to improve established processes and has the ability to identify the need for change. You understand that methodology should be a customizable tool to facilitate the work at hand, but not circumvented.

Language requirement
English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

- Salaries are based on qualifications and experience and typically range from $120,400 to $150,000 (job grade 20)
- Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
