    Smart TVs are a bad idea. It's not just because they can be infected with malware (only ever heard of 1 case), but because we keep TVs for 10 years. Much better to buy a cheap dongle - Google Chromecast, Amazon Fire TV, Apple TV - and replace it when new tech comes along.

    There are smarter ways to make a TV smart, the chromecast thing being one of them. However, even a method like that needs another device to have as the source of the media being streamed. The alternative I've found more practical (and which I've applied while I had an apt where I could actually use my TV) is having a dedicated computer that is permanently hooked up to the TV via an HDMI cable. This computer can run a lightweight OS such as Linux Mint (which is so similar to Windows that at first glance you won't be able to tell the difference). As for controlling the whole thing remotely, a set of a wireless mouse and a wireless keyboard can do the trick. The whole project may be more pricey than other solutions but it has the following perks:
    1. It is scalable, since it's much easier to upgrade a PC than a smart TV
    2. It's super customizable
    3. It lasts longer (mainly due to reason 1)
    4. It is far more creative and fulfilling as a project
    5. It is a great way to reuse that old computer that would otherwise collect dust in a closet or your garage.
    Because of all this, having a media PC - TV combo is better value for money than a smart TV, plus you don't have to worry about malware poised to ruin your day.

My Masters' thesis was on building an IT team to support doing technology in a new way in education, and I find it's threaded through much of my writing and speaking.     #3 Thank you 'eagle eye' Vaughan... I did fix the left/right error. On your second point... It comes down to 2 things that may take a long post, or at least a beverage to cover well:
    1. In the higher ed system (at least in Canada), the funding model drives decisions. IT is viewed as a 'cost centre' rather than being a strategic partner and put under the domain of the Chief Financial Officer.
    2. The reason that many IT departments are seen as a cost centre, is that my colleagues insist on being a gatekeeper and try to control things (the old way of doing IT) rather than reframing and finding ways to enable the institution to achieve its strategic goals through effective implementation of technology. The most change resistant people are those in IT who insist on maintaining control.
