    Protecting the Privacy of Customers of Broadband and Other Telecommunications Services/ AGENCY: Federal Communications Commission. / ACTION: Final rule.
    ... "The privacy framework in these rules focuses on transparency, choice, and data security, and provides heightened protection for sensitive customer information, consistent with customer expectations.
    The rules require carriers to provide privacy notices that clearly and
    accurately inform customers; obtain optin or opt-out customer approval to use and share sensitive or non-sensitive customer proprietary information, respectively; take reasonable measures to secure customer proprietary information; provide notification to customers, the Commission, and law enforcement in the event of data breaches that could result in harm; not condition provision of service on the surrender of privacy rights; and provide heightened notice and obtain affirmative
    consent when offering financial incentives in exchange for the right to
    use a customer’s confidential information."

    This is not a trivial matter. It needs further discussion.

    A: You are right, not a small or trivial matter. This is often the missing piece of data science, making it into a product. I have come into help teams that were telling their customers that they have data scientists "doing data science stuff." As a customer, that means nothing to me. I started to create products around the various activities that the data science team was doing. I started to market those products as services and tools that our customers could buy. That team went from 2 customers 18 in a matter of months. They had more business than they could handle and had to hire more people. This is why having a good solid all around product manager on the team is important. Most tech companies have product managers that just do product development, that's not enough. You need someone who does act as the CEO of the space and builds out accordingly. I built Machine Learning as a Service for customers where they can rent our algorithms for their services needed. Consultation and Collaboration with our data scientists. An AI Hub where we manage all the data crunching for customers. To the customers, it was giving them something to reference and think about more concretely instead of talking about linear regressions models and random forest which meant nothing to most of them. Most can understand what Machine Learning as a Service is and they had a better understanding of what they were buying. From that we built industry specialized services, again, packaged it up as a product to make it easier for people to understand what they are buying.

    So how does Data Science add value in a conventional organizational structure? Can we really blame blame IT? What is your prescription for change here?

    A: The issue I have run into is that, often a data science team is start up outside of IT and they get some success, later IT wants in. Then IT demands agile and other processes be adopted wholesale, that's really the problem. BI and analytics are often part of a team other than IT in many companies, the same should be true for data science. Yes there is coding involved but that's often a minor part of the team. A data science team cannot be expected to perform at an optimal level when asked to do things that work great for another functional team. I have seen many team's performance level go down because they were forced to adopt IT practices. Adopt what makes sense from IT but adopt scientific methodologies as well as business practices where it makes sense. But never adopt one system entirely, success will be had but sub optimal success.


    your heading: Data Science is about Cultural Change

    So how exactly does data science deliver that? I'm not sure that a data scientist can drive Culture change. He/she might highlight where culture change is required but the skills required to drive it? In the typical data scientist's skill set? Jury is out on that I think.

    A: You are right, the average data scientist is not going to drive this, this really falls on the leader of the team. This needs to be more of a business person, the CEO of the data science space. Leadership always sets the tone of the culture so a strong leader who is able to call attention to this need for change is what is critical. That leader needs to shield the team from what often ends up being a rather heated political fight.

    A: Yes, data science as a discipline should drive value, always. What I learned over the 6 years I've been running this is that really good technical data scientist don't often know how to drive value. Most of them were taught how to do discovery but not take it to the next level which is drive real value. Now some get lucky and do get value but have a hard time repeating the process. When I added product management to the mix, the value creation was more rapid and repeatable. A full spectrum product manager is what most teams need to create value consistently.
