Key Accountabilities
 
Accountable for the central SAM function providing support and governance over federated asset managers across all Barclays Business Units and global locations.
Create and stand up a SAM function and team (including recruitment) within Barclays and create the roadmap for designing clear roles and responsibilities across the Barclays organisation.
Support the integration of a new SAM toolset into the Bank Define robust but pragmatic standards and operating procedures to ensure that the Bank meets its obligations with respect to software asset management and licensing.
Define supporting controls and KPIs to monitor software compliance levels and adherence to SAM standards and procedures.
Support vendor, regulatory, audit, and ad-hoc compliance reviews.
Work the Product Owners and Business Units to identify savings opportunities for renewals, software licensing, and services. Follow through with vendors and sourcing teams to obtain identified savings.
Drives the strategy for continuous improvement and development of the SAM program, processes and tools.
Partner with the IT, Procurement, Finance, Legal, PMO and Enterprise Architecture teams to ensure that in scope hardware and software assets are accounted for and appropriately managed.
Ensure adherence to policies and execution of all related procedures. Maintains awareness of all Barclays hardware and software process compliance requirements.
Enforce compliance and manages legal risk associated with software ownership, consumption, and expiration, allowing the company to function ethically through the adherence of software license agreements.
Ensure that usage of installed managed software is keeping with the terms and conditions of software license agreements minimizing compliance liabilities in the event of a software audit.
Ensure that in scope assets are properly documented and accounted for in the approved systems.
Liaison with Senior Leadership (up to MD Level) across the organisation to ensure that areas of non-compliance are managed and addressed through remedial activities.
Successful applicant should have the preferred qualifications:
ITIL qualification at Foundation level or above.
ITAM qualification for SAM (or equivalent).
Certification with some or all major vendors such as Microsoft, IBM, Oracle and SAP.
 
 
 
 
 
Person Specification
 
The successful applicant will have proven SAM experience at an organization of commensurate size and complexity
They will also be able to clearly communicate their ideas, plans and designs to all levels of colleague within the bank up to and including MD level
The successful applicant will  be highly motivated and delivery focused
The successful applicant will be highly structured and operate transparently, managing expectations and ensuring appropriate MI is in place and published.
Agile experience preferred but not essential
Stakeholder management and leadership.
 
The successful applicant will interact with a wide range of senior stakeholders in order to build a process that meets everybody’s requirements, whilst remaining sufficiently simple to be tractable. 
They will also be responsible for managing ongoing changes to the tool, efficiently and in a timely manner.
Build strong relationships and rapidly become seen as a trusted advisor from a SAM point of view for business stakeholders – including Team Leaders, Managers and Directors
Work closely with business leaders to develop, shape and maintain a medium term SAM strategy that works as a key enabler of their business strategies
 
Decision making and problem solving.
Analysis of large quantities of complex and diverse business operational data, requiring the ability to make complex situations simple and facilitate clear, fact based decisioning
Opportunity to work across a broad range of Barclays business units and functions – requiring the ability to create value adding customisation of deployment and capability build strategies on a case by case basis
Demonstrate a structured, outcome-oriented approach, with the ability to anticipate and head off problems that could jeopardize the software compliance position of the bank.
Ability to recognise when a team or BU is challenged vs compliance and, if required, be able to escalate and develop an effective remediation
