Gibela Rail invites suitably qualified candidates to apply for the position of an Economic Development Sourcing Manager. The successful candidate will be based in Dunnottar – Nigel.
This key role serves to implement and drive the Economic Development (ED) Strategy and Programmes within Souring in line with the Gibela Economic Development Strategy. The incumbent will support Gibela’s contractual obligations, by ensuring accurate implement of ED requirements in all sourcing activities.
Oversee and be responsible for the supplier B-BBEE and Local Content requirements linked to the Sourcing Division.
Relevant tertiary qualification, University Degree in BComm or Supply Chain Management or Engineering
B-BBEE. Management Development Programme will be an added advantage
Previous proven experience working in a similar role and level
Must demonstrate the ability to formulate, develop and implement sourcing plans
Demonstrate the ability to manage relationships
Balance often divergent, competing stakeholder demands with business objectives and make recommendations which are objective, practical, technically appropriate in support of the business objectives
Critical to have a well-developed, high-level contacts and network base across all relevant stakeholder groupings
Lead the integration, implementation and fulfilment of Economic Development strategic objectives by ensuring consistent implementation of the strategy throughout the sourcing activities
Provide guidance on B-BBEE and Local Content requirements throughout the Sourcing Community and to the Suppliers
Conduct monthly visits to all strategic and risky suppliers, to monitor and report on commitments implementation progress
Produce monthly spend analysis and reports to ensure suppliers commitment are in line with sourcing spend and objectives
Manage the supplier’s commitments database, update on regular basis the implementation progress, highlight short comings, produce strategic overview enabling proper anticipation
Ensure Economic Development which covers Local Content, Rail-Related Skills Development, Job Creation and B-BBEE are included in all tender documents and sourcing activities (In particular Business award and medium/long term sourcing strategy)
Support and guide during Go RFQ and Business Award by ensuring the correct supplier profiles that drives the integration of qualifying Exempted Micro Enterprises and Qualifying Micro Enterprises suppliers that are either Black-owned and/or Black-women owned are given fair opportunities
Evaluate the accuracy of the B-BBEE certification and Black/Black-women ownerships of all suppliers participating in Gibela’s sourcing activities
Support Gibela’s license to operate by ensuring accurate record keeping of all supplier’s BBBEE credentials to enhance compliance with the prevailing B-BBEE requirements
Ensure full traceability of the supplier’s commitments and performance
