Manager, Technical Operations

The APAC Operations team is part of a wider team responsible for all of NBCU’s International Media Operations.
This role is the first point of contact for the management of NBCU's APAC channels, under the direction of the Director of APAC Operations. Focused on the end to end operation of our APAC linear feeds, including the delivery of associated VOD/OTT services.
As well as managing the day-to-day operations between our internal and external vendors and the company, this role is the primary point of contact for international affiliates and is responsible for ensuring the successful distribution of our services, including scoping requirements for new launches.
This position is responsible for managing the support of the local post production environment within the Singapore office, and providing assistance to our Sydney team as and when required.
This role is expected to provide ongoing local technical and operational expertise to International Media Operations (IMO), Networks and other groups extending upstream and across linear, VOD/OTT and other IMO services.
Additionally, this position will lead projects in collaboration with the related departments and International Media Operations, and to provide technical insight on emerging technologies and continual process improvement.
Key responsibilities and duties:
Operational management of the internal and external vendors responsible for the delivery of all APAC services, including playout and distribution (both linear and VOD/OTT) and the receipt of our services at affiliate locations.
24/7 on call point of contact for incident management, including both vendor and affiliate issue escalation.
Troubleshooting of all technical and operational issues within the end to end delivery process, including workflow integration issues between our internal and external vendors.
Accurate and timely logging of all broadcast incidents, working with vendors to establish root cause and resolution, with a view to incident prevention and mitigation.
Provision of meaningful metrics and operational reporting to business stakeholders.
Management of vendor maintenance request process, ensuring any impact on services is understood and mitigated, and effectively communicated to all parties affected.
Maintain a database of affiliate decoders, CAMs and Cards. Working on instruction from affiliate sales and finance to manage activations or deactivations as required.
Work with sales and on air production to forecast CAPEX requirements, and managing subsequent spend against budget.
Technical point of contact for new affiliates, working closely with sales to scope technical requirements and costs for new services (both linear and VOD/OTT).
Management of our Post Production environment in Singapore, working with our support vendor and On Air teams to ensure issues are escalated and resolved appropriately, and to identify potential improvements, efficiencies and best practice where possible.
Project management of new services, component launches or changes, including project reporting.
Build and maintain technical relationships internally and with key service providers
Maintain accurate database of playout configurations and related delivery specifications for all channels
Creation and development of Business As Usual and emergency/escalation procedures.
Provide onsite management for live events at our playout vendor’s facility.
Local support for our in house IPTV platform and multi viewer.
Deputise for the Director of APAC Operations and the department as required.
Some international travel is expected.

Skills and experience:
Proven track record related to playout operation and technologies, preferably gained at a major broadcaster or service provider
Fully conversant in playout standards, technologies and supporting systems from an engineering perspective, together with an understanding of regulatory requirements
Experience of supporting content with multiple subtitles, multiple audio languages and surround sound on both linear and VOD/OTT platforms
Excellent knowledge of compression standards such as MPEG 2, MPEG 4, H264, AVC, JPEG2000 and transport
