INTRODUCTION
Alstom has been part of Belgian railway history for 130 years through its connection with the former rail transport equipment subsidiary of SA Ateliers de Constructions Électriques de Charleroi (ACEC).   Today, Alstom Belgium employs 1050 people and is involved in approximately 100 major projects worldwide.
The site in Charleroi has developed unique expertise in electrical and electronic systems within two centres of excellence that operate at a global level : one focuses on traction systems and the other on signalling and railway traffic control systems, with a particular emphasis on equipment that complies with the European standard (European  Rail  Traffic  Management  System/ ERTMS).  The teams develop systems, manufacture prototypes, perform tests and trials, complete approval procedures and manage integration projects.  An after sales service activity completes the offer for these product groups.  Alstom Belgium pursues an ambitious growth strategy by actively investing in R&D.  The work carried out by its team of 100 research engineers makes a significant contribution to the development of a sustainable rail transport system.

The Bid Manager reports directly to the Bids Director.
OVERALL PURPOSE OF THE ROLE
The responsibility of the Bid Manager is winning bids according to customer requirements, Alstom  processes and Signalling Solution strategy . He/She ensures that all bids submitted are in line with the QCD (quality cost delivery) objectives and gives support to the Tender Leader up to the contract award. To deliver successful bids, the Bid Manager will coordinate a team made of a Cost Manager, a Technical Manager, a Tender Leader and with the support of internal departments.
TASKS
During pre-selection phase:
To support the tender leader to clarify the scope to offer and the technical solution
To define with the support of the tender leader the winning strategy and the target price
During tender phase:
To analyse customer requirements
To coordinate the production of tender deliverables (schedule/pricing sheet, technical document, management plan, …) with the core team
To conduct tender review meetings until approval to submit
To challenge competitiveness of the bid
To deliver a winning bid compliant to customer requirements and according to internal Quality/Cost/Delay objectives
To support tender leader and commercial directors during the negotiations
During contract award:
To manage the transfer to the project
QUALIFICATIONS & SKILLS
EDUCATION:
Engineering Degree (Master equivalent or above) in one or more of the following fields: Industrial Computer science, Telecom, Electrical, Electronics, Automation.
TECHNICAL COMPETENCIES & EXPERIENCE:
5 to 10 years experience in industrial, rail industry and/or telecom applications
Experience in international projects or bids and openness to multi-cultural environment
Experience in international projects or bids and openness to multi-cultural environment
Business & Financial results oriented
Good communication, interpersonal end negotiation skills
Fluency in French & English. Dutch & German are assets.
