I'm not sure if this qualifies. In the 1990s the then Education Minister in the UK Keith Baker instituted mandatory training days for teachers. Teachers were unsure what to do with these days. Amongst the teaching profession they became known as B-days (bidets), because everyone knew what they were but no-one was sure what to do with them.
