Southend Borough Council is a unitary authority based in the heart of the town centre offering traditional seaside living that makes it a great place to live and work. This diverse and busy town has great public parks and leisure activities, competitive house pricing and excellent travel links. The ICT department are currently going through a transformation and modernisation journey to achieve the 2050 vision of transforming Southend into a Smart City. The ICT function is at the centre of delivering new and innovative services to both the residents and visitors of the Borough. The Council are transforming to a new, future proofed ICT organisation which will offer improved quality of business and IT engagement with colleagues and customers. The ICT department aim to be customer centric, agile in delivery and viewed as Trusted advisors providing thought leadership and design thinking. To achieve this the Council are looking to appoint a Head of Delivery who will have ownership of the business systems and applications used within the council.
Your new role
Southend-On-Sea Council utilise a whole host of leading business applications and systems to ensure the services they are providing are efficient and effective in achieving the required outcome. It is imperative that these systems are upheld and maintained to the highest standard to allow a continued and well running service. As Head of Delivery, you will be tasked with ensuring these critical business applications are running at 100%. You will not be doing this alone; you will be leading a team of high performing product teams who will support and maintain the applications. Under your guidance and leadership, this team deliver and execute Hardware and Software releases within the software development life cycle process that you have implemented and defined. Your role will also allow you to take ownership of any new IT enabled business transformation projects. Where you see fit, you will enhance and evolve the current Product and Project Management capabilities always following one rule; Continuous Improvement. You will make sure any new business requirements are delivered effectively and enhance value across the application portfolio. You will be working with the other members of the Senior IT Leadership team to deliver an effective service across the council.
What you'll need to succeed
To be successful in this position, you need to have extensive experience in all aspects of IT Delivery and Development in a customer focused environment. You will have had experience managing and delivering IT products, using a mixture of waterfall and agile methodologies. Experience implementing and upgrading major business applications will also see you really succeed in the great new IT job. You will need to be ITIL Qualified to at least V3 Foundation Level. You will need previous experience of budgetary and financial management and have had experience negotiating and managing contracts with IT service providers.
