Argyll and Bute Council are looking to recruit2 TraineeContract and Demand Management Officers to work within it's Procurement Team. These arefull time posts and can be based in either Lochgilphead, Oban, Campbeltownor Helensburgh.
The post holder is required to assist the Procurement and Commissioning Manager to ensure that high quality services/works and supplies and best value are delivered to the council by ensuring that all agreed plans are implemented efficiently and effectively. In particular to be responsible for monitoring and reviewing complex contracts between the Council and its provider partners; developing and maintaining the council’s contract register and other contract related tasks and to carry out specific project work on the effectiveness of in-house and external service provision to inform commissioning decisions.
The Procurement Team supports the Council with obtaining goods, services and works from external suppliers. Central to the role is the use of professional procurement techniques to assist colleagues with obtaining value for money, whilst complying with relevant legislation. Procurement is a discipline which requires a structured, carefully planned and meticulous approach.
A critical part of the role is building good working relationships with colleagues from across the Council through effective communication and by having a customer-focused approach.
The ability to communicate clearly in writing will be critical, you will need to be a team player and be comfortable in dealing with figures. To be successful you will need to combine technical competence (learnt on the job) with softer influencing and relationship management skills.
The post holders will be required to study for and achieve Level 4 CIPs over a 2 year period.
