Purpose and Scope:
Provides maintenance and operations support for TCTS ground display and aircraft integrated systems. Position is represented by a Union Collective Bargaining Agreement (CBA).
Maintains TCTS components. Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved by referencing manufacturers’ manuals or similar documents.
Maintains technical, administrative, and financial controls for contractor site operation, maintenance, and support in accordance with contract requirements and corporate/management supervisory practices. Responsible for quality of all contractor site functions to include operations, maintenance, corrosion control, logistics/supply support, facilities security, transportation, training, safety, communications, quality assurance, configuration management, facility services, engineering, and integration. Complies with contract requirements and takes action as necessary to correct deficiencies.
Represents contractor on contract matters relating to daily operations of the site. Meets with the Government as requested to discuss problem areas. Supports Government-sponsored meetings, briefings, and reviews as required. Prepares or approves required reports to ensure compliance with contract requirements.
Maintains DS/AIS components in accordance with the PM schedule, work instructions, and manufacturers’ manuals. Performs complex troubleshooting, isolates malfunctions, repairs to the component level, and incorporates engineering changes. Work typically requires detailed understanding of the interrelationships of computer operating system diagnostics and circuits. Exercises independent judgment on tasks such as making circuit and waveform analyses, and tracing relationships in signal flow. Uses complex test instruments such as pulse generators, spectrum analyzers, distortion analyzers, and computer analytical equipment.
Provides technical guidance to lower-level technicians and operators. Provides contractor technical and administrative management including liaison with Government personnel. Ensures all personnel are assigned to tasks for which they are qualified. Identifies training requirements to training specialist and monitors training accomplishment. Establishes and provides oversight of site security, facility services, major/emergency repairs, corrosion control, range scheduling, equipment status reporting, transportation and supply to ensure compliance with contract requirements. Supports special tests, evaluations, equipment relocations, and new equipment installations as required. Coordinates integration efforts with associate contractors. Performs organizational, intermediate, and depot-level maintenance on assigned equipment.
Conducts themselves in a proper and professional manner at all times and adhere to applicable Government regulations. Resolves personnel problems and situations within range activities.
Performs System Operator Console (SOC) operator functions and RTO functions as necessary. Performs communications systems maintenance. Serves as Training Coordinator for site.
Work Environment, Physical Demands, and Mental Demands:
Combination of office and field environment with no unusual hazards, some sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Routine travel to remote site facilities may be involved. Work is occasionally performed in a shop or other facility environment that is moderately lighted, heated and ventilated, is exposed to disagreeable fumes and to cuts and bruises from using tools in close placed and hazards of moving vehicles such as forklifts and sweepers in shop area. While performing the duties of this job, the employee is regularly required to stand; use hands to finger, handle, or feel; and talk or hear. The employee frequently is required to walk; reach with hands and arms; and stoop, kneel, crouch, or crawl and work in tiring and uncomfortable positions. Frequently lifts items weighing 15-25 pounds and occasionally in excess of 45 pounds. The employee is occasionally exposed to moving mechanical parts, extreme heat, vibration, and loud noises. The employee is occasionally exposed to wet and/or humid conditions; fumes or airborne particles; outside weather conditions; and risk of electrical shock.
High School diploma or equivalent.
Minimum Experience Requirements
- Five years as a senior technician with experience in advanced electronics in the following areas:
- Digital/analog signal processing
- RF signal processing antennas
- Video signal processing and recording
- Communications (multiplexer equipment, VHF, UHF, microwave, fiber-optic)
- Digital/analog computer systems
- DC power supplies
- Test equipment
- Optical equipment
- Low voltage AC equipment
- Primary and secondary power equipment
- Auto-transfer (UPS) equipment
- Portable AC generators
- Physically able to lift and carry AIS pods
- Ability to speak, read, and write English.

Possess a valid state Driver’s License.
Must possess and maintain an active DoD security clearance.
Minimum Position-Specific Training Required
- Formal classroom education equivalent to Navy “C” School or vocational school with formal training in the field of electronic equipment maintenance and equipment manufacturer training.
- Three years’ 36-aircraft TCTS/MDS/ACMI (DS and AIS O&M specific) experience.
