DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Provides project management, oversight, and leadership in the administration and supervision of design and construction of Capital Improvement Projects such as paving, drainage, water and/or wastewater transmission and distribution systems. Prepares and/or reviews design and construction contracts, plans, specifications, technical reports, cost estimates, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action. Attends and conducts design/construction progress meetings and on-site field observations/inspections. Coordinates and manages federally funded projects. Supervises and manages design consultants and construction contractors. Investigates and responds to inquiries by other City of Houston departments, consultants, agencies, contractors and the general public.
Will require standing, walking, and include whatever means necessary to climb stairs and the ability to perform and negotiate field hazards.
This is a Houston Public Works Emergency Management position at the TierIIILevel.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires graduation from and approved curriculum in Engineering by the State Board of Registration for Professional Engineers with satisfactory standing;
Requires graduation from and Engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight - hour fundamentals of engineering examination prescribed by the Board.
MINIMUM EXPERIENCE REQUIREMENTS
Four (4) years of active practice in engineering work after graduation from an approved curriculum in engineering are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
MINIMUM LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
Preference will be given to applicants with experience in project management, design, and construction.
Strong communication skills, both orally and in writing, decision oriented, problem solving attitude and computer skills will be preferred.
Ideal candidate will have a degree concentration in Civil or Mechanical Engineering.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
