Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  


Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.


Role Overview
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an Inventory Specialist that will perform physical inventory and self-assessment activities at the Pueblo, CO location. This position will report to the Materials Management Manager at the PCAPP project.


This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.


This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday. This position may require additional overtime hours as deemed necessary.


Principle responsibilities include, but are not limited to:

Reports to and receives operational direction from the Materials Management Manager.
Performs monthly self assessments to ensure that material is stored in accordance with the project storage plan and that the location and quantity of material in storage is properly recorded on the appropriate storage records (manual or automated).
Ensures the accomplishment of the annual physical inventories are completed on a timely basis to ensure valid records are continuously maintained. 
Maintains direct working relationship with Project Personnel and departments to ensure materials are avaiable to support the completion of work.

Other responsible may include, but not limited to:

Performs functions of project site materials management, including, kick and count and inspection of arriving material, ensures receipt documentation is retained and recorded in BPS with a permanment material receiving report ( MRR ), storage and issue of project materials, consumables, and equipment; documentation and data entry, site equipment and facilities rentals, and material control in the warehouse, lay down yards, and jobsite locations.  
Takes part in the disposition of surplus project materials as approved by project management and directed by supervision.
Reviews purchase order receiving documentation including commercial  invoices. 
Reviews material receiving reports for completeness, accuracy, and timeliness.

Basic Qualifications:

Bachelor’s Degree in Business Administration or Supply Chain Management
In lieu of a degree, 6 years of relevant work experience in general procurement, property/inventory control, and/or related experience
Must be a US Citizen
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

Minimum Qualifications:

Knowledge of Microsoft Windows based, networked, computing environments.
Knowledge of standard office productivity tools, including Microsoft Word, Excel and Access.
Knowledge of standard applications: Bechtel Procurement System, Sunflower, and Maximo.
