Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.
This position will be filled at varying levels (II - senior). Based on level, the incumbent is responsible for providing and/or conducting data analysis, research, and reporting with varying degrees of independence and complexity. Participates in and/or coordinates short, mid and long-range planning activities and monitors progress on achievement of goals. Based on the level, the incumbent may contribute to or lead process improvements and system and procedure definition activities. Participates in cross functional teams and system development projects. Depending on level, may participate as subject matter expert.
JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. Essential functions (EF) are those activities that, if not performed, would significantly and fundamentally alter the position.
# EF Job Functions
1. EF Conduct analysis and research supporting operational, asset, financial, and resource planning.
2. EF Depending on level, provide and analyze statistical information to ensure the most effective utilization of personnel, equipment and materials.
3. EF Monitor performance on goals. Analyze and explain reasons for variances. Develop decision support materials.
4. EF Conduct special studies or projects.
5. EF Depending on level, coordinate, consult, or participate in system development initiatives, and strategy implementation.
6. EF Higher level incumbents coordinate the preparation of budgets and multi-year plans and serve as a technical advisor to managers for mid and long-range planning.
7. EF Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
QUALIFICATIONS: The qualifications listed below are representative of those required, but reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the job.
Bachelor’s degree (B.S., B.A.) in Finance, Math, Economics, Business, or equivalent from four-year college or university; or equivalent combination of education and experience.
Based on level of incumbent, level II requires 3 years’ professional experience performing data management and reporting, conducting process evaluations, and performing financial or operational analysis. The senior level requires 5 years’ experience analyzing business processes, performing data management and reporting, conducting financial and/or operational analysis, and developing reports. Experience in the utility industry strongly preferred.
Specific KSA's: A fully skilled incumbent will have the following specific knowledge, skills, and abilities:
Based on level of incumbent, requires knowledge of utility industry business practices, database structures, statistics, data systems, and operations. Requires skills including data analysis, research, data extraction, report development, technical writing skills, critical thinking, active listening, and customer service. Requires abilities including the ability to identify potential problems and use logic and deductive reasoning to develop numerous ideas or solutions, the ability to develop data models and apply basic statistical tests, the ability to develop basic project plans, schedules, and labor/cost estimates, and the ability to learn new data systems and teach others.
Must be proficient in reading, writing and speaking English.

To perform this job successfully, an individual is required to have knowledge of Microsoft Outlook; Microsoft Excel; Microsoft PowerPoint; Primavera; Maximo Order Processing; Maximo Asset Management and reporting applications such as Cognos.
