Duties SummaryThis Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Physical Scientist Series requirements and the minimum specialized experience qualifications stated in this announcement will be referred to hiring managers for further consideration.Responsibilities As a Physical Scientist, you will:Review and evaluate existing and proposed requirements for protective technology and protective product design, performance, quality and reliability. Develop and recommend the use of product safety standards and associated operational and testing procedures to support proposed Federal regulations, national standards, and policy interpretations.Utilize and/or design systems or components for the purpose of sensing, monitoring, measuring and preventing hazards.Plan and conduct studies. Prepare reports of findings. Prepare investigative protocols and identifies required equipment. Participate in the development, calibration and operation of research instrumentation for laboratory experiments and field tests.Assist in the design, development, and conduct of research projects concerned with the prevention and control of physical hazards.Perform other duties as assigned.Travel RequiredOccasional travel - You may be expected to travel for this position. QualificationsContinuation of Requirements:Promotion Potential: Please be advised there is no promotion potential for these positions, any position filled with this announcement will be filled at the single grade level requested.Research position: NoSupervisory position: No. BASIC QUALS:Applicants must have a degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR have a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.MINIMUM QUALS:GS-07: Applicants must have one year of specialized experience at/or equivalent to the GS-05 grade level in the Federal service to include experience participating in the development, calibration and operation of research instrumentation for laboratory experiments and field tests. OR have completed one year of graduate level education or superior academic achievement in a field of study directly related to the work of this position. OR have a combination of experience and education that meets 100% of the qualification requirements.GS-09: Applicants must have one year of specialized experience at/or equivalent to the GS-07 grade level in the Federal service to include experience preparing samples, devises and running experiments and tests to include assisting in the interpretation of the results.OR have completed 2 full years of progressively higher level graduate education OR possess a Master's or equivalent graduate degree (such as an LL.B. or J.D.), if related. OR have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.GS-11: Applicants must have one year of specialized experience at/or equivalent to at least the GS-09 grade level in the Federal service, to include experience designing and development of experimental equipment, instrumentation and prototype systems to monitor, measure and evaluate hazards. OR have a Ph.D, or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a doctoral degree or LL.M. from an accredited college or university directly related to the work of the position to be filled. OR have a combination of graduate level education and experience that meets 100% of the qualification requirements for this position.GS-12: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service to include experience performing scientific studies to evaluate chemical, radiological and/or biological hazards and to assess the performance of protective equipment.Education Education completed in colleges or universities outside the United States may be used to meet the education requirements.
