Description

Responsibilities:

- Manage the on-site team to meet the requirements of the contract Statement of Work (SOW)
- Work in cooperation with the Director, Deputy Director and COR on all client relationships and communication of project progress and deliverables
- Manage overall contract performance to include subcontract management, invoicing oversight, and contract change proposals
- Direct project planning, systems engineering development and implementation according to cost, schedule, and scope requirements.
- Develop, manage, track and document the progress of each assigned project using tools, templates, and processes developed in collaboration with the COR and team
- Monitor the progress of the services, keeping the contract deliverables on schedule for the team, evaluate any risks or issues, and communicate with the appropriate leadership teams
- Direct the planning and management of multiple projects
- Provide oversight of large, multi-functional project teams in a systems development environment, and plan and manage complex tasks, under tight budget and time constraints
- Retain overall responsibility for staff requirements, and the performance of projects including cost, schedule, deliverables, and contract compliance
- Ensure successful implementation of goals and standards and the overall success of the project(s)
- Provide oversight of contract staff and support activities; coordinate activities of contractor personnel
- Develop and disseminate the Strategic Communications (print, public website, and other media as needed) to clearly communicate approved messages and ensure proper coordination of tasks
- Multi-task and set priorities within a team environment
- Manage and maintain software license cost and lifecycle information
- Perform subject-specific market research and document findings for Government stakeholders and project and team leads for final review, validation, and approval


Qualifications:

- Bachelor’s degree in business, accounting, or economics
- Ten (10) years of relevant experience in DoD systems acquisition in accordance with Federal and Agency guidance (e.g. DoD 5000 series)
- Previous experience working directly for the U.S. Government and/or Military is preferred
- DAWIA Level III certification in Program Management (or equivalent)
- Experience with Earned Value Management approaches and management techniques
- Experience with DoD Nuclear command and control stakeholders is strongly recommended
- Seven (7) years of communication network and telecommunications experience and technical project management with emphasis in Federal Government accounts is preferred.
- Experience creating and managing IMS and Defense Acquisition System milestones
- Experience in cross-functional analysis of acquisition strategy, Program of Record documentation, Joint Capabilities Integration Development System, life cycle cost modeling, programmatic risk, configuration management, requirements, and budget documentation
- Working knowledge in system life cycle development (i.e., Program of Record, Quick Reaction Capability)
- Experience supporting multiple long-term, successful programs/projects for Government clients
- Ability to create business strategies
- Demonstrated leadership, organizational and interpersonal skills
- Ability to work as an effective leader and a collaborative team member
- Advanced knowledge and experience with using Microsoft Office suite; familiar with using SharePoint and/or Smartsheets
- Complete project management expertise, from inception to deployment
- Proven experience with management and control of funds and resources
- Demonstrated capability in managing multi-task contracts
- Ability to work under tight deadlines and handle multiple/detail-oriented tasks
- Excellent written and oral communication skills


Clearance Requirements:
Must be a U.S. Citizen; ACTIVE government SECRET clearance w/ ability to obtain a TS/SCI clearance
