Sourcing Manager, Product Development (PD) Oncology - R&D Region America
Location: South San Francisco, CA
This position is not eligible for relocation.
As a Sourcing Manager, you are part of Global Procurement. You will be working in the Regional Americas R&D organization focusing on Clinical Services and located at the South San Francisco site. 
Global Procurement (GP) is a key function that delivers value to Roche by leveraging market knowledge, subject matter expertise and business insights in the procurement of goods and services and the management of Roche’s third party spend. Through collaboration with our external suppliers and internal business partners, GP helps bring innovative tests and medicines to patients.
The Regional Procurement team is responsible for translating business requirements into Procurement activities and provides employees – from facilities managers, brand teams, to research scientist – with all day-to-day procurement services. Our team represents Global Procurement to our regional stakeholders and is a key point of contact for employees to support their requirements for goods and services to sustain our business and operations. As a key link between stakeholders and the wider procurement organization, we ensure regional input and needs are considered as Global Procurement proactively develops strategies and solutions for our stakeholders’ current and future needs.
As the Sourcing Manager (Clinical Sourcing) you will be responsible for the execution of various medium to high-value clinical Procurement activities for research and development business prompted, and in some cases procurement driven sourcing requests within a specific region or site and for ensuring maximum possible Procurement impact and savings realization.
The Sourcing Manager is responsible for ensuring all clinical sourcing requests are executed in line with the category guides, and in compliance with relevant policies, standards, guidelines, and operating procedures, including preferred supplier arrangements and contracts. The Sourcing Manager works with Procurement and Business stakeholders to understand requirements and execute the relevant sourcing process by applying appropriate methodologies, tools, and value levers. To support value delivery, the role collaborates with the Category and Supplier Management teams to address high-value stakeholder requests, and escalates opportunities for above site, country or region aggregation and leverage. As part of the sourcing process the role also collaborates with legal functions in creating contracts, master agreements, work orders, change orders, budgets, payment schedules, or similar documents.
In addition, as a team member in the regional, clinical sourcing team, you will have a deep knowledge of pharma or biotech clinical development, and the overall sourcing process / methodology. The successful candidate will have a strong understanding of internal, clinical development stakeholder functions and clinical vendor sourcing spend characteristics, and effectively translates business needs into sourcing and contracting requirements.
Your responsibilities:
1. Sourcing Activities
Lead clinical sourcing activities of medium to high-value and complexity for a clinical study team, within a region or site
Leverage the applicable clinical category guides and sourcing knowledge to determine the best method for driving value in meeting the request.
Understand clinical stakeholder requirements as received directly or indirectly.
Directly communicate and influence clinical development stakeholders. 
Ensures compliance on Procurement principles and adherence to clinical trial regulations
Lead the sourcing process for the delivery of clinical sourcing activity, including the oversight of competitive bids, cost negotiation with suppliers and risk mitigation using eSourcing tools.
Lead financial review meetings with the suppliers and supports the study teams in reviewing clinical study budgets and forecasts
Ensure that both internal stakeholder and Procurement operational and cost savings targets are achieved
Ensure that Procurement operational targets and metrics on customer service are delivered.
2. Business Partnering, Category and Procurement Activities
Conduct operational Business Partnering with specific stakeholders within the region and in alignment with the Global Category and Supplier Management teams
Provide input and feedback on high value procurement
