The Sr.Environmental Specialist position is responsible for: 1) managing the Lead Detection and Repair (LDAR) program, including the LDAR contingent worker that performs the field work and documentation necessary to assure compliance with the state and federal regulations; 2) maintaining the Tank Compliance Program; and 3) managing the refinery source testing program. The position is also the primary contact for Loss of Primary Containment (LOPC) estimations, documentation, taking photographs and notifications to Management regarding the results of LOPC incidents. This job description does not include all the tasks that might be required to provide support for your area job requirements.
Manage LDAR program, including equipment identification, field verification, tagging, routing, P&ID’s, routine monitoring and inspections at required intervals, and submit work orders for compliance leaks; act as site Contractor Accountable Manager (CAM) for service provider
Perform LDAR Contractor audits, reporting any problems immediately to Management
Manage Tank compliance program as the site’s Tank subject matter expert.
Coordinate the annual Tank Seal Inspection Program; perform annual Tank Seal Inspections; submit work orders for non-compliance findings during tank inspections
Manage the refinery source testing program including: coordination of all stack testing and act as CAM for service provider
Act as Environmental Advisor for assigned process area.
Coordinate seal repairs with Maintenance and Operations
Attend weekly Tank meetings to provide consultation for environmental compliance
Manage the refinery fence line monitoring program
Investigate, photograph, estimate, and report LOPC incidents
Manage regulatory compliance for the site Underground Storage Tank
Update compliance spreadsheets as related to: Coker, Cooling Tower, Asbestos, Product loading and other applicable spreadsheets
Assist with preparation and review of Title V required compliance reports
Responsible for following reports: all asbestos reports, annual open burning permit application (fire-field), annual tank inspection notification, tanks 294 / 295 semi-annual reports, testing ITT notifications, test reports, and MACT CC
Complete assigned tasks within the Compliance Tracking Software
Assists Air/Water/Waste Specialists with sampling activities
Act as one of the backups for the Waste Specialist position when needed
BS in Environmental discipline or Chemical Engineering
Essential experience and job requirements
Required: Minimum Seven (7) years’ experience, preferably in a refining/manufacturing environment

Analyzing Problems/Troubleshooting & Problem Solving: Systematically determine the root cause(s) of problems through questioning and inspecting, and then identify the best course of action to take
Maintain open communication between HSSE, Operations, Maintenance, TAR and Projects to support compliance, in areas of responsibility
Prepare /assist preparation and submittal of site environmental compliance reports to regional or state authorities in a timely manner
Familiar with Environmental regulations concerning air
Assess LOPC situations in a timely manner and report back to Management the assessment
The ability to multitask while performing job tasks, without being distracted
Assist in MOC’s, Incident Investigations, and Job Safety Analysis
Identify and assess safety hazards
