Job Summary


Purpose and Scope:


Provides senior level system engineering support for the Combined Tactical Training


Ranges (CTTR) – West. Must be familiar with radio frequency (RF) theory and demonstrate ability to solve complex engineering problems related to RF and digital electronic systems.


Provides engineering and configuration management support to ensure active systems and equipment remain operational and maintainable; inoperable systems and equipment are returned to an operational condition; and new or mothballed systems are brought to an operational and maintainable condition.


Essential Responsibilities:


Performs engineering and project management, requirements development, system and network design, COTS product evaluation, cost analysis and estimation, procurement, pre-installation development and testing, systems installation and integration, with full integrated logistics support to include configuration management, documentation, and training for Navy approved network and communications projects and systems.


Plans, proposes and implements modifications, modernizations, improvements and upgrades of computer systems, communications equipment, for range reconfigurations, and new facility and capability buildups. Supports equipment relocation to include cost analysis, optimization studies, engineering studies, integration and installation.


Analyzes systems and communications networking requirements to plan for projected growth, and bandwidth loading of new systems or modifications to existing systems. Supports mission critical range systems and communications to include engineering, installation, and integration of servers, network appliances, and communications equipment as necessary to meet present and future range capability requirements. Prepares, delivers, and submits technical papers and performs engineering studies. Develops and applies advanced methods, and analytical techniques in research, investigation and solution of complex problems.


Supports the Configuration Management (CM) program to include the evaluation and monitoring of all modifications to communications equipment of facilities, the generation of Change Requests to improve operability, reliability, maintainability, and ensures adherence to applicable CM standards.


Examines systems, facilities, plans and specifications to determine safe work procedure.


Work Environment, Physical Demands, and Mental Demands:


Typical office environment with no unusual hazards, occasional lifting to 45 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Routine travel to local remote range site facilities will be required. Occasional travel to other CTTR locations may be required, usually less than 10% travel is required.


Minimum Requirements


Minimum Position Knowledge, Skills, and Abilities Required:


Bachelor of Science degree or higher in a related engineering field such as Electrical Engineering, Computer Engineering, or Computer Science from an accredited college or university. Years of experience may be substituted for education requirements.


Minimum 5 years’ experience in the following areas:


- Experience with increasing levels of responsibility in complex electronic systems


- Experience in systems engineering, project management, system design, analysis, development, integration, testing, configuration management, and documentation.


- Technical experience in the following areas:


- Antennas and transmission systems


- RF and signal processing


- Electromechanical devices


- Optical equipment


- Video signal processing and recording


- Test equipment


- Electronic instrumentation


- Networking systems and TCP/IP


Ability to speak, read, and write English.


Minimum Position-Specific Training Required


- Must possess and maintain a valid state Driver’s License.


- Must obtain and maintain current CPR/First Aid certification.


- Security+ Certification or equivalent


- Operating Systems Certification / Training


- Project Management Training


- Configuration Management Training


- Experience with DoD Cyber Security rules and procedures


- DoD COMSEC experience


- National Instruments LabView Development


- Window, Unix/Linux Operating Systems


- Computer and Display Systems Development


- Advanced Troubleshooting of net-centric systems and communications
