Description

Anticipated Duration: 3 months, with the possibility of extension up to a year, depending on workload and performance.

Compensation: $32.50 - $40 /hour DOE, including paid holidays and vacation/sick leave.

DESCRIPTIONAs a member of the Academic Employee Relations team, the incumbent will be responsible for conducting moderate to complex investigations of suspected and reported violations of campus and University policies by academic appointees.

The incumbent will act as a liaison with other campus investigators and maintain strict confidentiality. Assesses new complaints of potential policy violation and formulates response based on intake results, procured documentation, and similar historical patterns. Keeps appropriate records and maintains the confidentiality of all reports and complaints in accordance with UC policy and applicable laws related to record retention. As part of their regular responsibilities, sees documents which are used by management in developing management positions in collective bargaining or grievance matters.

Areas of Responsibility:
Conducts timely moderate to complex investigations of suspected and reported violations of campus and University policies. Performs thorough, fair and impartial formal investigations of complaints of policy violations and applies the facts fairly and appropriately to University policies in reaching conclusions regarding policy violations. Assesses new complaints of potential policy violation and formulates response based on intake results, procured documentation, and similar historical patterns.

Makes probable cause determinations, presents findings to include assessment of potential liability and campus impact. Advises academic appointees, complainants and respondents and generally informs them of their rights, responsibilities and applicable procedures during and after investigations. Composes various correspondence, including drafting investigative reports, emails, letters, and other related documents. Acts as liaison in joint investigations with other campus investigators.

Independently interprets System Wide policies and UC San Diego local policies and procedures, as well as legal decisions and applies them to the facts of a particular situation. Keeps appropriate records and maintains the confidentiality of all reports and complaints in accordance with UC policy and applicable laws related to record retention. As part of their regular responsibilities, may be exposed to documents which are used by management in developing management positions in collective bargaining or grievance matters.

QUALIFICATIONS
- Thorough knowledge of professional and ethical investigations standards. Demonstrated experience performing timely, ethical, and thorough workplace investigations.


- Proven ability to gather, organize, complete analysis and develop recommendations in the completion of assigned investigations. Ability to suggest practical and effective recommendations to senior leadership.


- Demonstrated experience in exercising independent judgment in the assessment, investigation, and resolution of concerns referred to the Academic Employee Relations unit.


- Strong skills in and knowledge of conflict resolution, problem solving techniques, screening, interviewing, advising and investigation.


- Ability to listen well and be a creative problem solvers. Proven sensitivity to and respect of others needs. Ability to work as part of a University-wide community to resolve complaints and issues and be empathetic toward others.


- Skill and sensitivity to interact with diverse constituencies of various ethnic, social, cultural, economic, and educational backgrounds in order to identify, investigate, and facilitate problem resolution and to educate members of the University community effectively.


- Strong analytical and research skills to identify internal and external resources. Ability to read and interpret complex legal documents, such as court cases, laws, and guidelines to evaluate their impact on University policy and procedures.


- Ability to present information in a clear and concise manner, both in writing and orally.


- Ability to assist or consult with administrators, staff, and faculty in assessing procedural, policy, or ethical concerns in complex matters. Ability to establish and maintain productive working relationships with campus administrators, staff, faculty, and students.


- Ability to assess and negotiate complex, highly sensitive situations. Skills in coalescing viewpoints and facilitating outcomes in group settings. Commitment to principles of due process, fairness, and respect. Ability to maintain neutrality in the face of resistance, indifference, or hostility.


Preferred:


- Demonstrated experience performing timely, ethical, and thorough investigations in an academic or University setting.


- Knowledge of University of California academic personnel policies. Knowledge of University of California San Diego structure, policies, and practices.
